Anonymous submissions
You choose per submission. Anonymous means your identity is not shown to the admins reading it, including in their own console, and any comment you add later to the same thread stays anonymous too.
Submitting by name lets the board follow up with you directly, which anonymous submissions cannot.
What happens next
An admin acknowledges your feedback, which records that it was read and by whom. They can also comment, and so can you, so a thread can become a conversation.
Acknowledgement is not agreement. It means the board has seen it.
