Helpers
A helper is someone the head of household trusts to fill in for them: a family member, a caseworker, a translator. Helpers exist so a resident who cannot complete a recertification alone does not miss a deadline, without giving that person the resident's login.
Inviting a helper
The head of household invites a helper by email from the applicant app. The office can do the same from the Housing app on the resident's behalf.

Scopes

If either condition for "fill and sign" is missing, the invitation can only be issued with the Fill scope, and the head of household completes the certification themselves.
Attribution
Every answer records who gave it and on whose behalf. Staff see "Filled by" next to a helper's answers on the review screen, so nothing a helper entered can be mistaken for the resident's own statement.
Revoking
The resident can revoke a helper at any time. Answers the helper already gave stay, still attributed to them.
