Public housing TAR

HUD scores public housing on

(tenant receivables − normal repayment agreements) ÷ shelter rent

  • Tenant receivables is what tenants owe on the books, plus what is still to be charged under any active repayment agreement.
  • Normal repayment agreements is what is still to be charged under agreements for back rent and charges. Agreements for unreported income are not taken off.
  • Shelter rent is the rent tenants were charged over the last twelve months, less the subsidy credited against it, so a Section 8 tenant's shelter rent is their share and not the contract rent.

The Public housing TAR card shows the percentage, its band, and the sum behind it.

BandThe ratio
No finding (2% or less)2% or less
Operational guidance (2–5%)Over 2% and under 5%
Corrective action (5% or more)5% or more
No shelter rent yetNone: nothing was charged in the last twelve months

HUD scores public housing only, so the official figure covers only programs whose rent rules are HUD public housing. The program table gives the same ratio for every program, for the office's own use.

Owed, by age

The Owed, by age card splits everything owed into 0–30 days, 31–60, 61–90 and 90+.

How aging works

The oldest charges are paid off first: every credit and payment on a ledger is applied to its earliest charges, and what is left of each charge is aged from the day it fell due.

A household's own ledger shows the same split. See a household's ledger.

By household

Every household with a balance, owed or in credit, or with something still to charge on an agreement, largest balance first: its Unit, Balance, the four age columns and On agreements. A row opens the household's ledger. With nobody owing, the page says "Nobody owes anything."
