Who work gets assigned to: landscaping, maintenance, the pool contractor, town public works.
Groups and members
A group has a name and a description. Its members each have a name, an email, an optional phone number, and a role:
One group per crew. Each is the routing target for one or more issue types.

Group members are not necessarily CivicPort residents. They are the people the work goes to.
Assigning
From the issues list, assign an issue to a group, and optionally to a specific member of it. Assignment is what moves an issue from a report into somebody's queue.
Assign to the group when any of them can take it; assign to a person when it has to be them.
Getting this right early
Groups and issue types are the two things worth configuring before residents arrive. Retrofitting either means re-categorising and re-assigning history, and neither is fun at volume.
