Uploading
Give every document a title, a type and, where it has one, an effective date.

Type and effective date matter more than they look. They are what Governing Documents sorts by, what resale packets attach, and what tells a resident whether they are reading the current rules.
Public visibility
Tick publicly visible at upload to publish a document on the public website.
This is set at upload only. There is no metadata edit, so a document published by mistake is removed and re-uploaded rather than quietly amended.
What the library feeds
- Governing Documents for residents.
- Resale packets, which attach documents by id.
- Ballot attachments.
- The public site's documents section.
Uploading once and referencing everywhere is the point. Emailing a PDF around is how six versions of the parking rules end up in circulation.
